Representations made to planning applications in weeks ending 10, 18, 24 & 31 January 2017

Week ending 18 January

SDNP/16/06383/FUL: Change of use of land to residential and erection of a wooden fence and gate to enclose land to the side of the building.  1 Friars Walk.
Friends of Lewes have no objection to the proposed change of use. However, the low wall that forms the boundary to the land is continuously curved and the straight fence panels proposed will not follow the curve. The Society has concerns about the impact wooden fence panels will have on the street scene and sight lines. It suggests metal railings might be more appropriate.

Week ending 24 January

SDNP/16/06331/FUL: Internal alterations and relocation of existing extraction unit.  146 High Street (Fish and Chip shop).
Friends of Lewes recognise the need to find a solution to relocate the existing extraction unit. However, it is concerned at the likely visible impact of the vent pipe when viewed from Westgate Street and whether it is possible to conceal it effectively.

SDNP/16/06363/FUL:  Renewal of windows, formation of new external door opening and level access paving/path.  Turkish Baths 35 Friars Walk.
Friends of Lewes have no objection the renewal of windows and the formation of a new external door opening. However, the plans show that the proposed paved seating area and planted border are very close to the trunk of a large silver birch tree, which could be damaged during the development. The Society is concerned that the paving could also compromise the roots of the tree with respect its supply of water. It considers the application should include proposals for the protection of the tree during the development and an arboricultural report which considers how this is best achieved.

SDNP/17/00040/FUL: Replacement of timber windows with PVC-U double glazed units. Greyfriars Court, Court Road.
Friends of Lewes (the Lewes Civic Society) object to the replacement of timber windows with uPVC in a prominent building that faces the Conservation Area. The uPVC sections proposed are very thick compared to the existing timber ones and are therefore an inappropriate material. Greyfriars Court is a dominant building in which the windows exhibit a strong vertical design that is mirrored in neighbouring blocks in Court Road. The Society therefore objects to the introduction of horizontal transoms in the replacement windows, which will detract from the building’s original approved design and the wider street scene. Greyfriars Court faces buildings in Railway Lane that are either historic or of high quality modern design that use slim profile metal windows. Future housing development at Court Road Car Park, opposite, that has permission under SDNP/16/01618/FUL will also have metal windows. uPVC windows are therefore inappropriate in the context of the building’s setting and contrary to Policy 11 of the adopted Lewes District Plan Joint Core Strategy, which seeks to ensure that the design of development responds sympathetically to the site and its local context.

The Society considers the application should be refused but would have no objection to replacement aluminium metal windows being installed, without horizontal transoms.

Week ending 31 January

SDNP/17/00265/LIS: Retention and regularisation of internal and external works. 48 Cliffe High Street.
Friends of Lewes (the Lewes Civic Society) object to the replacement of traditional timber windows with uPVC in this listed building in the Conservation Area. The windows are visible from Foundry Lane and Chapel Hill and are inappropriate in terms of their opening design, materials and profile. The faux ‘Georgian style’ double sash window looks incongruous. The Society also objects to the use of fibreglass for the roof of the ground floor extension, which is not a traditional roofing material used in the Conservation Area. It considers both aspects of this development to be contrary to paragraph 3.5 of the Lewes Conservation Area Management Plan which requires that new works, repair and maintenance should utilize the traditional materials used in the town. Furthermore, the Society considers the window and roofing materials used are contrary to Policy 11 of the adopted Lewes District Plan Joint Core Strategy which seeks to ensure that the design of development respects and positively contributes to the character and distinctiveness of the district’s unique built and natural heritage. Policy 11 of the adopted Lewes District Plan Joint Core Strategy also states that the local planning authority will safeguard historic assets, including listed buildings. The Society therefore calls for the application to be refused and enforcement action taken to ensure that traditional timber sash windows are reinstated and the glass fibre roof is replaced with traditional materials such as lead or zinc.

SDNP/1/00207/HOUS & 00208/LIS 20 Lansdown Place.   Demolish kitchen and lean-to and erect extension, repair wall and insert rear doorway.
SDNP/17/00219/HOUS 31 Hamsey Crescent.   Demolish conservatory and erect rear extension, replace garage door with window, extend roof to porch and bay window with roof light.
SDNP/17/00266/LIS 1 Keere Street. Minor alterations to previously approved internal alterations.
SDNP/17/00326/FUL & 00327/LIS 10 South Street.   Rear dormer, alter stair layout and replace window.
SDNP/17/00414/HOUS 18 Hamsey Crescent.   First floor side extension.
