Friends of Lewes Planning Committee Report 2 April 2020

Representations made on planning applications following the meeting of the Planning Committee held on 2 April 2020: 

SDNP/19/04159/FUL : Alterations to existing railings and provision of new railings. Southover Manor House, Flat 6 Southover High Street.
(Comment) Friends of Lewes generally accept the proposal but the drawing does not make clear what is existing and what proposed; do the new railings exactly match the existing? The top (horizontal) rail is shown as a flat vertical section with the balusters face-fixed to it. This is not a traditional detail – the top rail should be a flat horizontal, penetrated by the balusters.

SDNP/19/05877/FUL: New single storey Special Educational Needs (SEN) and Autism Spectrum Disorder (ASD) teaching unit including landscaping works. Priory School Mountfield Road.
Friends of Lewes have no objection in principle to the proposed new teaching unit but objects to the design. Although the proposed building is not highly visible to the public, it sits beside the fine chapel (built in 1960) designed by Sir Edward Maufe (the architect of Guildford Cathedral) to commemorate former pupils who died in the Second World War. The chapel is a model of restraint, in striking contrast to the overwrought and clumsily detailed proposal for the new teaching unit. The Society objects to the design and considers a simpler design, more sensitive to its setting is essential.

SDNP/20/01016/HOUS: Garage conversion with single storey front porch extension, new timber shed and boundary fence. 15 Delaware Road.
Friends of Lewes object to the boundary fence proposed as part of this development as it will be a very dominant feature and bring about a significant change to the street scene. The Society considers the existing shrubs that border the garden should be retained and additional planting undertaken to provide screening.

SDNP/20/01153/ADV: Installation of 1no externally illuminated lettering, 1no externally illuminated hanging sign, 1no non-illuminated amenity board, 2no chalkboards, 1no lantern and 12no LED floodlights. The Kings Head 9 Southover High Street.
The King’s Head falls within the Conservation Area and has several Listed Buildings adjacent to it, not least Priory Crescent. Friends of Lewes object to the level of floodlighting proposed which it would consider excessive on a busy commercial high street. The level of illumination at the stated 200 candelas per square metre is grossly excessive and in stark contrast to planning guidance in authorities such as Lichfield where a limit of 10 candelas per square metre is imposed. https://www.lichfielddc.gov.uk/downloads/file/476/external-artificial-lighting-guidance The Society considers the floodlights to be inappropriate in this sensitive residential location, will have an adverse impact on the Conservation Area and are incompatible with the National Park’s dark skies policy.

SDNP/20/01241/HOUS: Erection of single storey side extension and replacement detached single garage. 26 Winterbourne Close.
Friends of Lewes do not object to the principle of the side extension but comments that the design, which is lacking fenestration to the front elevation, appears lumpish and unrefined.

SDNP/20/01176/LIS: Replace shop front. 19 Cliffe High Street.
Friends of Lewes consider the application to be well intended and the replacement shop front proposed appears to be an improvement. However, the application is very poorly presented and the impact of the proposals on this key listed building in the Conservation Area cannot be assessed without further elevations of the building and more details of the proposed design. The Society therefore raises an objection until such details are published.

SDNP/20/01145/HOUS 8 St James Street. Single storey ground floor infill extension.
SDNP/20/01179/PA3O 64 High Street. Change of use of first and second floor offices to flats.
SDNP/20/01132/HOUS 46 Cross Way. Single storey rear extension.
SDNP/20/01231/FUL Grange Court, Grange Road. Replace rear balconies, external repairs and redecorations.
SDNP/20/01327/HOUS 54 Priory Street. Demolish and rebuild rear extension with landscaping and replace rear windows.
