Representations made on planning applications following the meeting of the Executive Committee held on 13 December 2017

SDNP/17/05588/FUL: Demolish the modern elements of abandoned St Anne’s School.  St Annes School, Rotten Row.
Friends of Lewes object to the demolition of any part of the former school because the application does not specify how the demolition plan relates to the future use of the main building that will be retained. In addition, the application contains no details of how the felled trees (covered by tree preservation orders) will be replaced; a necessity in the Conservation Area. The Society considers permission should be withheld until a redevelopment plan for the main building has been agreed and published by East Sussex County Council. Furthermore, should permission be granted, conditions should include a requirement for an ecological survey, a tree replacement plan to be approved and that any temporary tree protection plans should include ground protection measures near retained trees to avoid soil compaction.

SDNP/17/05255/FUL:  Renewing existing and installing new fencing work with access gates to reform grazing paddocks for horses into 3 new enclosures at the Old Racecourse Lewes in an area south of the Tote house, including new access tracks for vehicles to the south of the site running parallel to the gallops and a cross route to allow access to the old racetrack gallops land to the west of the site, the new paddock layout accommodates the established existing public bridleway route (Retrospective).  The Tote House,The Motor Road Old Racecourse.
The Friends of Lewes object to the post and rail fencing already constructed, which has taken away the openness of the area and brought about an appearance of over development. It also objects to the post and wire fencing that “diverts” users away from the existing bridleway and calls for it to be removed. The Society objects to the new access track constructed, which has damaged the landscape character due to the use of inappropriate materials. As the bridleway diversion has been refused there is no justification for retaining the new access track that has been constructed. All of the areas enclosed by the fencing for which permission is sought can be served by the existing bridleway track. There is therefore no reason for the track to extend the entire length of the eastern field boundary as this could facilitate future fencing of land further to the south-east, which should be discouraged.

SDNP/17/05338/HOUS: Loft conversion with gable end and rear dormer. 70 Winterbourne Close.
Friends of Lewes object to the scale of the proposed dormer which is too large, too wide, extends to the height of the ridge and undermines the proportions and balance of the existing house.

Week ending 21 November

SDNP/17/05815/HOUS: Increase in the length of the existing rear extension, addition of a second storey over, installation of a bike shed and a wooden gate in front garden and internal alterations.

Friends of Lewes object to the installation of a bike shed and wooden gate in the front garden which are incongruous with the existing fence.  The development is unsympathetic to the site and its local context.

SDNP/17/03064/FUL: Proposed alterations to the glazing of the building.  40-42 Friars Walk Windows at 40-42 Friars Walk (Revised drawings).
The Friends of Lewes consider the amended elevations to be an improvement on the original submission. It accepts the design of the first floor windows and supports the way that the ground floor windows have been sub-divided with the opening lights being nearly the same size as those on the first floor. However, it objects to the second floor windows which need to be simplified. It considers them to be too ‘fussy’ and questions whether ‘sash windows’ are appropriate. The Society suggests that they should be ‘bottom hung casements’ to match the windows on the other floors.
