Friends of Lewes Planning Committee Report 6 October 2022

Representations made on planning applications following the meeting of the Planning Committee held on 6 October 2022:

SDNP/22/03723/HOUS: Erection of rear composite decking with privacy screens to either side and balustrade to rear.  47 South Way.
Friends of Lewes object to the frosted glass privacy screens. They are too intrusive and slatted timber or trellis would be a softer solution.

SDNP/22/03758/ADV: Installation of 6no non-illuminated flexface signs, 4no aluminium tray signs, 1no vinyl graphics and 3no A1 poster frames (amended proposal).  Southdowns Business Park, Unit 6 Brooks Road.
Friends of Lewes object to the excessive size of the signage proposed and the internal illumination which is contrary to policy SD53 of the South Downs National Park Local Plan.

SDNP/22/03896/HOUS: Single storey rear/side extension, air source heat pump to rear, internal alterations.  11 Toronto Terrace Lewes BN7 2DU.
Friends of Lewes comment that it would be better for the green roof to cover all of the extension roof rather than part, as proposed.

SDNP/22/04015/HOUS: Change of door colour. Gallows Bank Abinger Place.
Friends of Lewes object to the colour proposed, which is too strong and is not sympathetic to the Conservation Area.

SDNP/22/03968/HOUS: Replacement front windows and door. 2 Cluny Street.
Friends of Lewes comment that the proposed replacement uPVC windows have wide heavy frames compounded by having a timber effect finish.  The current windows are quite delicate by comparison.

SDNP/22/04004/HOUS: Single storey side and front extension and garage conversion. 32 South Way.
Friends of Lewes comment that the glazed conservatory roof to the front elevation is at odds with the adjacent tiled roof and could look out of place.

SDNP/22/04320/FUL: Reinstatement of balustrading to the first-floor rear balcony. 10-11 Priory Crescent.
Friends of Lewes support the reinstatement of the balustrading which is an improvement.

SDNP/22/04181/FUL: Demolition of the existing property and installation of a new 4no bedroom energy efficient single dwelling on the footprint of the existing house, Re-cladding of the existing rear annex and associated landscaping. Fairview 13 Hill Road.
Friends of Lewes support and encourage the innovative approach to the redevelopment of the existing house to provide an energy efficient dwelling. However, it would like to see greater consideration and refinement within the detail of the scheme. Whilst the palate of materials is welcomed it is felt that further work is needed to ensure the success of a contemporary approach to design. Currently there are a number of junctions, particularly on the primary façade, which are not resolved well.

It is considered that a ‘proposed street view’ would be useful to better understand the impact of the proposed development on the street scene.

The approach to sustainability is questioned. The desire to maximise enjoyment of the views are understood but the large elements of north facing glazing are contrary to good passive design. The thermal performance of the glazing will always be lower than that of the surrounding wall and roof. The result of the approach shown will be the significant loss of heat through the north façade. Further consideration or thermal analysis is recommended to ensure a truly sustainable approach is achievable.

Consideration should be given to the SDNPA dark skies policy and how the proposals will ensure light pollution is minimised.

SDNP/204042/HOUS:  5 Hamsey Crescent Demolish conservatory and construct new front and rear single-storey extensions and raised decking to rear.
SDNP/22/04130/HOUS:  30 Cluny Street Single-storey rear extension demolish existing single-storey rear extension, install air source heat pump, and alterations to fenestration
SDNP/22/04320/FUL:  10-11 Priory Crescent Reinstate balustrading to first-floor rear balcony.
SDNP/22/04362/FUL:  50 Prince Edward’s Road Garden works including new flower beds, two patio areas, new paths with pavers and gravel and erection of pergola
