Representations made on planning applications following the meeting of the Executive Committee held on Wednesday 23 September 2015

SDNP/15/04122/CND: Variation of condition 11 attached to planning permission LW/10/1254/NP to reduce the length of free car parking from 3 hours to 1.5 hours. Aldi Stores Ltd Brooks Road Lewes.
Friends of Lewes objects to the variation of the Section 106 agreement for the provision of three hours free community parking for shopping at the store and elsewhere in Lewes. It considers the existing condition should be maintained as any change will impact on car parking elsewhere in the town. The Society notes from the Car Park Duration and Customer Survey Analysis that on average four vehicles park longer than three hours each day. If parking restrictions were enforced this would free up spaces. It also suggests that additional capacity could be achieved by reviewing the poor layout of the existing car park with the aim of providing more spaces.

SDNP/15/04391/CND: Variation of condition 2 attached to planning approval LW/05/1982 to read “Vans requiring access to Rise Farm for business purposes in connection with Orange Badge Mobility Services may do so via the Stanley Turner Sports Ground and Kingston Road, Lewes. All other vehicle movements to and from Rise Farm must be made via alternative routes. Rise Farm Cockshut Road Lewes.
The Friends of Lewes Society objects to the removal of condition 2 attached to planning approval LW/05/1892. If this planning condition were to be removed, the safety of pedestrians, cyclists and horse riders using the lane would continue to be put at risk by the increased use of the Lane by private and commercial vehicles. Physical access restrictions, for example lockable bollards, should be installed to prevent unauthorised vehicular use, whilst maintaining free access to pedestrians and cyclists.

SDNP/15/04112/HOUS: Alterations to third floor to enlarge dormer window at front and relocate ensuite shower room. 2 Albion Street Lewes.
Friends of Lewes objects to the use of uPVC on a listed building in the Conservation Area. Traditional materials should be used in accordance with Policy H3(c) of the Lewes District Council Local Plan.

SDNP/15/03986/HOUS: Replacement of south facing timber window with double glazed PVC. 3 Watergate Lane Lewes.
Friends of Lewes objects to the replacement of an existing timber window with new uPVC. uPVC is not a traditional vernacular material and its use is unsuitable for buildings in the Conservation Area. It considers uPVC transoms and mullions are likely to be too thick for this long and narrow window. A traditional wooden window should be installed in keeping with the principles of Policy H5 of the Lewes District Council Local Plan.

SDNP/15/04120/FUL: Erection of a three bedroom dwelling on the land adjoining the end of Timberyard Lane. Hanover House Chandlers Wharf Lewes.
Friends of Lewes objects to this development, which is not in keeping with the area, contrary to policy ST3 of the Lewes District Council Local Plan. It considers the development should be seen in context with neighbouring buildings and those under construction, not in isolation. The provision of a second floor makes the building too tall. The Society is also concerned that the boundary shown on the application appears to include the access road; the publicity for the houses under construction showed this land as part of the landscaping. The Society is also disappointed to see that the walkway beside the river is not open to the public as it understood it was going to be.

SDNP/15/04123/FUL: Erection of a 2 bedroom dwelling. Land between 44 and 46 Morris Road Lewes.
Friends of Lewes object to the design of the new dwelling and considers the proposal for a box house, square to the existing adjacent roof ridges to be unacceptable in the Conservation Area and contrary to policy H5 of the Lewes district Council Local Plan. In addition, the road is a cul-de-sac with no hammer head for turning. The existing gap in the terrace should be preserved for turning, on safety grounds.

SDNP/15/04352/HOUS: Creation of a room in roof with rear dormer window, front gable, and side rooflights, and erection of a single storey rear/side extension. 2 Cranedown Lewes East Sussex BN7 3NA.
Friends of Lewes object to the scale of the dormer and gable proposed as they are too big and bulky and do not complement the character of the existing property. The ridge of the gable and the roof of the dormer are shown as being level with the main ridge of the house and should be set lower down so that they sit well within the roof slope and are less dominant.

SDNP/15/04524/HOUS: Loft conversion incorporating dormer window at rear and rooflight at front. 1 Wellhouse Place Lewes.
Friends of Lewes object to the scale of the dormer which it considers is too big and does not complement the character of the existing property. The roof of the dormer is shown as being level with the main ridge of the house and should be set lower down so it sits well within the roof slope and is less dominant.

SDNP/15/03428/FUL:Section 73A Retrospective application for amendment to planning permission SDNP/14/05841/FUL to replace fire escape and move stairs. Nationwide Building Society 59 High Street Lewes.
The Society objected to the scale and design of the fire staircase proposed in application SDNP/14/05841/FUL because it was a visually intrusive structure that was inappropriate in the conservation Area. The staircase as constructed is even bigger than the original proposed and an ugly addition to the building. The design and access statement for the current application makes no acknowledgement that the building falls within the Conservation Area. Section 2.5 of the statement fails to recognise the need for the development to meet the requirements of policy H5 of the Lewes District Council Local Plan with respect to the character and appearance of the area. The Society therefore maintains its objection and considers the amended scheme an inappropriate development in the conservation area which is contrary to policy H5 of the Lewes District Council Local Plan.
