Friends of Lewes Planning Committee Report 3 August 2017

Representations made on planning applications following the meeting of the Planning Committee held on 3 August 2017.

Representations made to planning applications in weeks ending 11, 18 & 25 July & 1 August 2017

Week ending 11 July

SDNP/17/03124/HOUS: Loft Conversion. 75 Winterbourne Close.
Friends of Lewes object to the design of the roof dormer which is too large and out of proportion with the existing building. The dormer should be narrower and set down from the ridge of the roof.

Week ending 18 July

SDNP/17/03395/LIS: Replacement of the existing coping stones and refurbishment of the iron railings. 32 High Street (Lewes House).
Friends of Lewes welcome and support the refurbishment proposed.

Week ending 25 July

SDNP/17/02500/LIS: Demolition of upper floor of extension, re roof lower floor, erection of side/rear extension, replace existing steps with a ramp, alterations to drainage and internal works.  4 St James Street.
Friends of Lewes have no objection in principle to the development proposed. However, little information has been provided on the materials to be used and, if granted, permission should be conditional on the use of materials that are appropriate for use in the Conservation Area.

SDNP/17/03064/FUL: Proposed alterations to the glazing of the building. 40-42 Friars Walk.
Friends of Lewes have no objection to the proposed use of aluminium metal windows in this development. However, the Society objects to the fussy design which has too many glazing bars which are inappropriate and not fitting for this modern building. The glazing proposed does not respond sympathetically or contribute positively to the site and its local context, contrary to Core Policy 11 of the LDC/SDNPA Joint Core Strategy 2016.

SDNP/17/03415/HOUS: Erection of front and rear single storey extension. 6 Mildmay Road.
Friend of Lewes has concerns that the design of the front porch is out of keeping with the wider street scene.

The Committee examined the following applications and had no observations to make:

SDNP/17/03313/HOUS 13 Hamsey Crescent.   First floor side extension.
SDNP/17/02200/FUL St Anne’s Church, Western Road.   Single storey extension and new drainage.

Lewes History Group talk on Life in 13th Century England: Monday 11 Sept 2017, 7:00 for 7:30pm

Joanna Wilkins: Life in 13th Century England

At the time of the Battle of Lewes 1264 the powerful de Warenne family of Lewes castle were allied to King Henry III by marriage.

As befitted such an important family, they built impressive homes, wore the latest fashions and enjoyed the most prestigious leisure activities. They also commissioned two exquisite manuscripts at a time when English illumination was undergoing a sea change. Lavishly decorated, these manuscripts relied on a new realism and elegance which reflected the aristocratic world of their patrons.

The Life of Thomas Becket and the Gorleston Psalter, commissioned by the de Warenne family, give us an insight into the lavish world of 13th century England. Using these, and other contemporary illustrations, this talk shows what it was like to live in England during the infancy of our democratic system.

Joanna is an Education Officer for the Sussex Archaeological Society, and this will be her fourth talk to our History Group about different aspects of medieval history – she has previously spoken to us about Anne of Cleves, William and Gundrada De Warenne (the Bill and Melinda Gates of their day) and making medieval meals.

English illumination

All are welcome from 7.00pm for free refreshments and updates on the Group’s activities. The talk will begin promptly at 7:30pm and will finish by 9.00pm.

There is an entry fee for these meetings, payable at the door, of £2 for members, and £3 for non-members.

Venue: The King’s Church building on Brooks Road, Lewes, BN7 2BY. (Between Tesco car park and Homebase)

See the Meetings page for a list of  forthcoming monthly talks organised by the Lewes History Group.

Friends of Lewes Planning Committee Report 6 July 2017

Representations made on planning applications following the meeting of the Planning Committee held on 6 July 2017

Representations made to planning applications in weeks ending 13, 20 and 27 June and 4 July 2017

Week ending 13 June

SDNP/17/02693/HOUS: Single storey side extension and new doors to rear. 51 Gundreda Road.
Friends of Lewes have no objection in principle to the proposed development but consider the visual impact would be improved by setting back the façade of the extension to make it subsidiary to the main building and using a pitched roof rather than a flat roof.

SDNP/17/02738/FUL: Erection of wooden storage shed in the rear garden. 21 Cliffe High Street (Vets).
Friends of Lewes object to the use of the materials proposed, which are not traditional and contrary to the Lewes Conservation Area Management Plan.

Week ending 20 June

SDNP/17/02644/HOUS: Replacement of existing timber windows and doors in PVCu. 11 Southcliffe.
Friends of Lewes object to the replacement of the original timber windows and doors with uPVC in the Conservation Area. uPVC is an inappropriate material to be used and contrary to the Lewes Conservation Area Management Plan, which requires that new works, repair and maintenance should utilise the traditional materials used in the town.

Week ending 27 June

SDNP/17/03130/HOUS: Replacement of pebbledash render with white plaster and repaint front door. 3 Church Row.
Friends of Lewes object to the replacement of pebbledash render with white plaster. Numbers 1, 2 & 3 Church Row all have matching tile hanging to the first floor with a pebbledash render to the ground floor.  As such, number 3 Church Row is visually identical to numbers 1 & 2. The proposal to remove the pebbledash on the ground floor of only number 3 Church Row and to replace it with plaster would make it look very inconsistent with numbers 1 & 2. The Society also comments that the application is incomplete as no elevations are provided and although there is reference to an ‘attached photograph’, there is no photograph available online.

Week ending 4 July

SDNP/17/02836/HOUS: Three storey rear extension, installation of a bike shed and a wooden gate in front garden and internal alterations. 16 St Annes Crescent.
SDNP/17/02835/HOUS: Two storey rear extension, installation of a bike shed and a wooden gate in front garden and internal alterations. 16 St Annes Crescent.
Friends of Lewes object to the installation of a bike shed and wooden gate in the front garden which are incongruous with the existing fence and contrary to Policy 11 of the adopted Lewes District Plan Joint Core Strategy, which seeks to ensure that the design of development responds sympathetically to the site and its local context.

SDNP/17/03211/HOUS: Roof conversion incorporating rear dormer window and front conservation rooflights. 26 Leicester Road.
Friends of Lewes have no objection to the proportions of the dormer window proposed but consider it should be set down from the ridge. The side elevation drawings indicate that the top of the dormer extends right up to the ridge.

The Committee examined the following applications and had no observations to make:

SDNP/17/02798/HOUS 1 Boughey Place.   Amended plans revising design of proposed dwelling.
SDNP/17/00775/FUL Land adjacent to Hanover House, Timberyard Lane.   Erect three bedroom house with garage, off-street parking space and roof terrace.
SDNP/17/00262/FUL Waitwell House, Malling Hill.   Erect 3 bedroom house with garage.
SDNP/17/03003/HOUS 64 Leicester Road.   Replace windows and door, increase width of first floor window and new canopy over front door.
SDNP/17/02589/HOUS Stream Edge, Rotten Row.   Amendments to planning approval – replace garage and conservatory with new structure;  new rear extension;  enlarge bay window;  new porch/canopy;  replace windows and doors; alter widnow and door openings;  alter rooflights;  replace roof and dormers.
SDNP/17/02951/FUL Landport Community Centre, Landport Road.   New fencing and replace door and window with doors.
SDNP/17/02966/FUL 4 St John’s Terrace.   Repaint front.
SDNP/17/02004/HOUS Castle Cottage, Castle Lane.   Replace and extend balcony.
SDNP/17/02700/HOUS 5 Morley Close.
SDNP/17/03136/HOUS 19 Houndean Rise.   Demolish garage and erect extension.
SDNP/17/03157/LIS St Anne’s Lodge, Rotten Row.   Remedial works to wall.
SDNP/17/03176/HOUS 25 Prince Edward’s Road.   Single-storey rear extension and replace part of roof, demolish chimney stack, new rear dormer and replace front rooflight, amendments to side elevation and convert garage.
SDNP/17/03211/HOUS 26 Leicester Road.   Roof conversion with dormer and rooflights.
SDNP/17/03328/CND 82 High Street (Cote).  Vary Condition 9 of application to extend opening hours.

Friends of Lewes suggestions for possible infrastructure projects in Lewes, July 2017

The Community Infrastructure Levy (CIL) is a planning charge, introduced by the Planning Act 2008 as a tool for local authorities in England and Wales to help deliver infrastructure to support the development of their area.

Most new development which creates net additional floor space of 100 square metres or more, or creates a new dwelling, is potentially liable for the levy.

The South Downs National Park Authority is required to pass 15% of CIL funds raised from developments in Lewes directly to Lewes Town Council. This rises to 25% with an adopted neighbourhood development plan.

The Friends of Lewes has compiled a list for Lewes Town Council to consider prior to their receiving any CIL money for use on infrastructure projects.
