Friends of Lewes Planning Committee Report 7 May 2020

Representations made on planning applications following the meeting of the Planning Committee held on 7 May 2020: 

SDNP/20/00529/HOUS: New first floor window to rear and replacement of timber cladding with UPVC. 13 Barons Down Road.
Friends of Lewes object to the proposed use of uPVC to clad the front and rear elevations of this property. It considers that alternative materials that are more appropriate to the area should be used.

SDNP/20/01301/LIS: Attach hanging sign to side elevation, attached acrylic sign to front elevation adjacent to front door and attach sign written privacy film to internal surfaces of windows. Suite 1 23 East Street.
Friends of Lewes object to the hanging sign which it considers to be an unsympathetic addition to the listed building in the Conservation Area. The Society also objects to the proposed acrylic sign and plastic window film which are inappropriate materials for use on a listed building.

SDNP/20/01516/LIS, SDNP/20/01386/FUL: Removal of conservatory framework and high level perimeter glazing due to unsafe condition.  191 High Street.
Friends of Lewes object to the removal of the conservatory framework and high level glazing and consider the retention and renovation of the existing structure is essential to preserve the character of the listed building. The decorative trusses are an important historical feature and should be retained and restored. Corroded iron sections should be removed and replaced. The Society supports the Town Council’s reference to Policy HC3B of the Lewes Neighbourhood Plan and considers that the existing structure makes a positive contribution to the Conservation Area’s character and appearance. As the unsafe condition has resulted from historic neglect of the building the Neighbourhood Plan policy does not support its removal.

SDNP/20/01519/HOUS: Widening of existing rear dormer.  21 St Annes Crescent.
Friends of Lewes have no objection to the proposed widening of the existing dormer but comments that insufficient information has been provided with the application to assess the detailing eg lead flashing.

SDNP/20/01664/FUL: Installation of new main entrance gates and associated fencing . Wallands Community Primary School Gundreda Road.
Friends of Lewes have no objection to proposed gates but comment that the layout plan is inaccurate as it does not show the existing entrance from Nevill Road.

SDNP/19/03768/FUL: Consolidation of Iford Estate Farming Operations to include the construction of agricultural buildings (for housing of livestock, grain handling and storage), a silage clamp and new access road from Piddinghoe Road. Iford Farm The Street Iford BN7 3EU.
Friends of Lewes object to the impact the proposed expansion of the Iford Estate will have on HGV traffic on the C7 that travels north through Southover High Street, which falls within the Lewes Conservation Area.  The ESCC Highways Authority representations state that details of vehicle movements have been revised to take into consideration previously approved planning consents and proposals likely to be brought forward in the future, with the potential for 84 daily trips. The proposals also involve the use of larger vehicles for transportation. Increased vehicle size and the number of movements through the Conservation Area will have a detrimental impact on historic buildings. The Society objects to the omission of a Heritage Statement in the application which quantifies the likely impact of the proposed development on heritage assets in the Lewes Conservation Area.  This is contrary to Strategic Policy SD12: Historic Environment of the South Downs Local Plan.

SDNP/20/00902/HOUS 17-18 Friars Walk.   Retain windows, rear door and decking, and window restoration.
SDNP/20/01293/LIS 36 High Street.   Convert first and second floor to residential.
SDNP/20/01357/HOUS 5 Hoopers Close.   Single storey rear extension.
SDNP/20/01365/HOUS 62 Houndean Rise.   Two storey side extension.
SDNP/20/01373/LIS & 01547/FUL Lower ground floor, 23 High Street.   Change use to residential.
SDNP/20/01446/HOUS 34 Caburn Crescent.   Single storey rear extension to replace conservatory.
SDNP/20/01489/HOUS & 01490/LIS 27 Abinger Place.   Demolish and replace rear extension, alter windows and doors, minor internal alterations and replace roofing.
SDNP/20/01504/HOUS 13 Cross Way.   Single storey rear extension and roof window in existing extension.
