Friends of Lewes Planning Committee Report 2 December 2021

Representations made on planning applications following the meeting of the Planning Committee held on 2 December 2021: 

SDNP/21/05246/HOUS: Loft conversion with dormer to rear and rooflights to front roof slope. 14 Rufus Close.
Friends of Lewes object to the proposed dormer which is too large, the full width of the roof and at ridge height contrary to the Friends of Lewes Design of Dormer Windows Planning Advice Note. The Society also considers the proposals are contrary to 4.1 Roof Extensions to Existing Residential Buildings of the Draft SDNPA Design Guide.

SDNP/21/05253/FUL: Closure of the doorway between 171 and 172 High Street to create two independent retail units and retrospective permission for change of colour to the exterior shop front of 172 High Street. 171-172 High Street.
Friends of Lewes comments that details of the change of colour have not been provided in the application.

SDNP/21/05430/HOUS: Loft conversion with new dormer to the rear and rooflights to the front. Extension of structural opening of ground floor window and new window installed. 24 Morris Road.
Friends of Lewes object to the proposed dormer which is excessive. It would extend across the whole width of the building and to the front edge of the building contrary to the Friends of Lewes Design of Dormer Windows Planning Advice Note. The Society also considers the proposals are contrary to 4.1 Roof Extensions to Existing Residential Buildings of the Draft SDNPA Design Guide.

SDNP/21/05537/HOUS: Erection of double garage. 9 Warren Drive.
Friends of Lewes object to the development within the existing open space, which is out of keeping with the surrounding landscape.

SDNP/21/05538/HOUS: Single storey side extension. 38 Highdown Road.
Friends of Lewes object to the proposed addition to the already extended semi-detached house. The proposals represent an over-development of the site which unbalances the pair of semi-detached houses and would be detrimental to the streetscape.

SDNP/21/05539/LDP: Two storey rear extension. 38 Highdown Road.
Friends of Lewes object to the proposed addition to the already extended semi-detached house. The proposals represent an over-development of the site which unbalances the pair of semi-detached houses and would be detrimental to the streetscape.

SDNP/21/05573/HOUS: Two storey side extension and porch. 41 Firle Crescent.
Friends of Lewes object to the two storey extension which is overdevelopment of the already extended house not in keeping with the existing streetscape. The drawings submitted are unacceptable as they do not clearly show the development proposed.

SDNP/21/05639/PRE: Demolition of all existing buildings and construction of new mixed-use development with 950m2 of commercial floorspace (Use Class E), 61 residential units and associated landscaping, external amenity space and parking. The Malthouse Daveys Lane.
Friends of Lewes would object to the loss of a commercial site to residential use which is not allocated for housing in the Lewes Neighbourhood Plan or the South Downs Local Plan; the latter having a sufficient five year housing supply. The Society considers it important that the central employment area of Malling is maintained with a mix of industrial/business premises for a range of uses.

The site contains the last MOT station in the town, and most of the buildings look quite solid and capable of continued use with evidence of some modernisation works having taken place to the Maltings. Given the embodied carbon within the buildings and the potential increase demand for local employment space arising from the redevelopment of the North Street Quarter the loss of the Daveys Lane units would be short sighted.

The marketing and viability report makes broad statements unsupported by evidence and does not cover all the buildings within the site covered by the proposed redevelopment; particularly Richard Soan roofing, the multi award winning roofing specialist that has used its considerable skills to repair and restore many Lewes properties including important listed buildings.

The Society considers the loss of this commercial site would be contrary to policy SD34 of the South Downs Plan which aims to foster the economic and social well-being of local communities through the promotion and protection of local businesses, without compromising the purposes of the National Park. It also considers the site should be safeguarded in accordance with Policy SD35 which states that The Authority will safeguard all existing employment sites and allocations that are fit for purpose from development proposals for non-employment uses.

The Society considers the massing of the design proposal to be excessive in relation to the surrounding townscape and too high.

SDNP/21/05675/PRE: Redevelopment of Phoenix Industrial Estate. Street Record North Street.
Friends of Lewes has welcomed the meetings that Human Nature has held with the Society to explain their plans for the redevelopment of the Phoenix Industrial Estate. The Society agrees with many of the issues raised by the SDNPA in its comments of 28 October 2021 and looks forward to further discussions about them as the project evolves.

SDNP/21/05888/HOUS: Side dormer and side rooflights. 13 Ferrers Road.
Although the proposed dormer is smaller than in the previous planning application SDNP/20/05616/HOUS that was refused, Friends of Lewes maintains its objection.  The box dormer extends to ridge level and to the front of the building, which distorts the symmetry of the house. The formation of a dormer in the side roof slope would harm the character and appearance of the area and street scene. The design is contrary to the Friends of Lewes Design of Dormer Windows Planning Advice Note and section 4.1 Roof Extensions to Existing Residential Buildings of the Draft SDNPA Design Guide.

SDNP/2/1/05714/HOUS 26 Windover Crescent.   Part single, part two-storey side and rear extension, convert garage and replace all windows.
SDNP/21/05749/FUL Flat 1, King Henry’s Road.   Remove and replace French doors.
SDNP/21/05751/HOUS 38 The Meadows.   Single-storey side extension with flat roof.
SDNP/21/05766/LDP 10 Clare Road.   Alter rear windows and doors and projected new window with seating.
SDNP/21/05877/CND 3 Laundry Cottages, Southover High Street.   Remove condition 3, 4, 5 of planning applciations SDNP/21/03386/HOUS.
SDNP/21/05685/HOUS 1 Rotten Row.   Single storey rear extension.
