Representations made on planning applications following the meeting of the Planning Committee held on 6 February 2020:
SDNP/19/05671/HOUS: Proposed two story side extension and loft conversion. 77 Valence Road.
Friends of Lewes object to the proposed roof dormers to the front and rear of the property which are too large and out of proportion with the existing house. The extensions proposed will unbalance the pair of semi-detached houses and the front dormer is a detrimental change to the street scene contrary to Strategic Policy SD5 (Design) of the adopted South Downs Local Plan.
SDNP/19/05794/HOUS: Proposed loft conversion including rear dormer. 19 Spring Gardens.
Friends of Lewes object to the proposed roof dormer which is too large, out of proportion with the existing house and it unbalances the pair of semi-detached houses contrary to Strategic Policy SD5 (Design) of the adopted South Downs Local Plan.
SDNP/20/00103/LDP: Proposed loft conversion with hip to gable roof extension and rear dormer. 18 East Way.
Friends of Lewes do not consider this LDP application to be valid and asks that it is refused. The Society objects to the proposed roof dormer which is too large, extends to the ridge and is out of proportion with the existing house. The hip to gable conversion will unbalance the pair of semi-detached houses. The development proposed is the first of this type in the road of houses that back onto and are very visible from the Downs. The impact of the development proposed is contrary to both Strategic Policy SD4 (Landscape Character) and Strategic Policy SD5 (Design) of the adopted South Downs Local Plan.
SDNP/20/00325/LIS: Internal alterations. Westgate Chapel, 92A High Street.
Friends of Lewes object to the application to undertake alterations to this important listed building. The information provided with the application is wholly inadequate and more details of the planned work and materials are required for the Society to understand the scope of the alterations proposed.
SDNP/20/00245/CND: Section 73A retrospective application for the variation of condition 1 (plans) relating to planning approval SDNP/17/06391/FUL. Land to the West of Pipe Passage.
Friends of Lewes raised no objection to SDNP/17/06391/FUL. However the Society objects to this retrospective application to approve the development that has been constructed contrary to the plans approved. With respect to the original application, the Design and Conservation Officer stated that given the sensitivity of the setting it is important that the building adopts a modest unobtrusive and understated form that has a limited visual impact and asserts its presence as an architectural whisper. The Society agrees with their assessment and regards the increased mass of the building that has resulted from it being constructed 300mm higher than the approved plans to be unacceptably visually intrusive against the historic setting of the Conservation Area. The visual impact is made worse by the fact that the timber cladding has not been stained dark in accordance with the discharge of conditions in SDNP/18/05479/DCOND. The Society considers the application should be refused as the variation would be detrimental to a sensitive and prominent location and contrary to Strategic Policy SD4 (Landscape Character) and Strategic Policy SD5 (Design) of the adopted South Downs Local Plan. The Society looks for mitigation measures to be explored that reduce the visual impact of the development; including alternative cladding and possibly raising the height of the boundary wall facing Westgate Street. Enforcement of the extant planning permission with respect to staining the timber cladding is considered essential. Any new mitigation measures should be subject to public consultation via a planning application.
